James D. Duffey, Jr.
Founder, and former President & CEO
Prior to his designation as Virginia Secretary of Technology for the McDonnell administration, Jim founded Duff Consulting, leveraging his nearly 3 decades in management in the IT sector. Jim spent 24 years at Electronic Data Systems Corporation (EDS) where he held many senior leadership positions worldwide. These posts included stints as GM of Global Supply Chain Management and Vice President and GM, Public Sector, responsible for all of EDS’s federal, state and local client relationships. With over 6,000 employees and 15 direct reports, Jim managed a P&L of $2Bn.
Jim also spent 12 years in Europe leading the EDS Iberian and Italian strategic business units. Fluent in Spanish, he oversaw significant and record-setting business growth in Portugal, Spain and Italy, and was responsible for the results system for the 1992 Olympic Summer Games in Barcelona. Jim also spent several years in charge of EDS business in Australia.
Upon leaving EDS, Jim was vice president and general manager, public sector, at Dell, Inc.
Jim has been very active in the Northern Virginia business community. He served as Vice Chair of the Northern Virginia Technology Council (NVTC) from 2006 to 2009. In 2008, Jim was chairman of the Kidney Ball Executive Committee.
Jim earned his Juris Doctor degree at New England School of Law, Boston, MA, after attending the University of Virginia, where he received a bachelor’s degree in Political Science.
Jim is no longer involved in the management of Duff Consulting.
